The development of trajectory-based operations and the rolling network plan in European air traffic management implies a move towards more collaborative, strategic flight planning. This opens up possibility for inclusion additional information collaborative decision-making process. With that mind, we define indicator economic risk elements (e.g., sectors or airports) as expected costs impose on airspace users due to Air Traffic Flow Management (ATFM) regulations. definition is based analysis historical ATFM regulations data, provides an indication accruing delay. delay translated into monetary users, creating new metric given element. We then use some machine learning techniques find parameters leading this risk. accompanied by accuracy cost prediction model.
